Statistics Korea says a major factor is the age of marriage.
The official also said the number of new marriages has been declining since 2012 along with the population of women of childbearing age.
Last year's fertility rate, which is the average number of children born to a woman in her lifetime, fell to 0.81.
That's the lowest since the figure was first compiled in 1970, and the lowest rate among 38 OECD countries.
The number of babies born in 2021 dropped by over 4 percent on-year, to around 260,000.
Meanwhile, the number of babies born this June dropped by a staggering 12.4 percent compared to a year earlier to just 18,300, the lowest figure for any month of June.
