Beijing will accelerate the construction of Tongzhou district as its "subsidiary administrative center" and relocate non-capital functions out of the densely populated city center. The move is part of the national strategy of promoting Beijing's integration with neighboring Tianjin municipality and Hebei Province.
Beijing authorities have vowed to address the city's chronic "urban woes", including traffic congestion and air pollution, by curbing its rapid population growth and moving some facilities to nearby regions.
The authorities say Beijing's booming development has had an unfavorable influence on the economic development of its neighboring areas. The concentration of non-capital functions, including manufacturing, educational and medical resources, has made the city's development incompatible with its status as the national political and cultural capital.

Experts say Chinese students who study at British state schools bring more benefits than disadvantages to the schools and local students.
A senior overseas study consultant in China says Chinese students studying at British state schools do not reduce the chances of local students being enrolled by the schools or universities in the U.K.
He Chugang, a regional manager of Amber Education, an overseas study consulting agency, made the remarks after the UK newspaper the Sunday Times reported that the emergence of more Chinese students at British state schools has brought concerns to local parents and education experts.
The newspaper says education experts warned that British children would face being "squeezed out" of the best schools and the top universities including Oxford and Cambridge, if the best state schools kept enrolling more international students, including Chinese ones.
