WhatsApp, a popular messaging service, said it would relax its stance on privacy and start sharing its users’ phone numbers with Facebook, its parent. The change, which WhatsApp had vowed not to make when the social-media giant bought it in 2014, is designed to allow more relevant advertisements and friend recommendations on Facebook.
