首先，最直截了当的自然就是Sb. is short了。不过这种说法很直接，有时候难免伤到人，所以，稍许委婉些的说法是：Sb. is on the short side.如果说的对象是娇小的女孩子我们还可以用 petite. If you describe a woman as petite, you are politely saying that she is small and is not fat. 身材娇小。比如说：

She shivered again from the cold — and the disgust — as she watched him kiss the petite blonde.
看着他亲吻娇小的金发女郎，她再次打颤了，因为冷，也因为恶心。

最后，我们再来看一种相当委婉的说法，叫vertically challenged，也是个子矮的意思。什么什么 challenged 就是说有某方面的障碍, 比如 mentally challenged 就是有心智障碍, 说白了就是精神有问题；intellectually challenged 就是“stupid”；而directionally challenged就是“路痴”。这样的说法呢注意到了political correctness。所谓的 political correctness 就是为了不伤害或得罪某一族群的人, 在用辞上加以修饰, 让它听来不具有歧视性。比如用differently abled来指代残疾人士。
