【语法用法】
ref；affect
动词affect的意思是“对……产生影响，影响于……”。
The cold weather affected everybody's work.
冷空气对每个人的工作都有影响。
effect多用名词，指影响、结果，作动词指“……招致，引起”。
We did not effect much improvement in sales last year.
去年我们在销售商没有引起很大的进步。
“to the effect that”属于公文中的陈套语，但是效果不如将其省略来的好，如“Our opinion is to the effect that ...”指“我们的意思是……”。

【词义辨析】
1.affect, effect, influence
均可表示“影响”。
affect动词(及物)，主要指一时的影响，着重影响的动作，可指一般意义的影响(不分好坏)，也可指不良影响。
To affect a policy is to have an effect on it.
影响一项政策就是对该政策具有一种影响。
The news did not affect her at all.＝The news had no effect on her at all.
这条消息对她没有一点影响。
effect名词(可数或不可数)，affect＝have an effect on。effect有时虽用作动词(及物)，但不表示“影响”，而表示“实现”或“产生”等。

这些名词均含“结果”之意。
consequence多指随某一事件引起的，必然或自然的不良结果，不强调直接的因果关系，而侧重事件发展的逻辑关系。
result普通用词，含义广泛，侧重因某种原因所产生的最终结果，而不是眼前的结果。
effect指因某种原因直接产生的结果，着重持续稳定与其影响。
outcome普通用词，多指事物经过一系列发展变化所导致的最终结局，而不是某种原因的直接结果。常可与result通用。

二.concern:n.关心, 关心的事, 忧虑 vt.涉及, 影响, 关心 n.公司, 企业
【语法用法】
so far as ... is/are concerned，as far as ... is/are concerned，so far as concerns和as concerns都是“就...而言”的意思。注意后两种表达中

concerns用复数不用单数；
concern to后加不同动词有不同目的。
He was concerned to hear of her ill health.
to hear表示原因
He was concerned to improve her health.
to improve表示目的
concern后加不同介词时，表示不同意思。
He was concerned about the matter.
他为了这件事关心或担心。
He was concerned in the matter.
他参与了这件事。He was concerned with the matter.
他跟这件事有关。
be concerned with常与concern意思相同，concerned with常与concerning意思相同。下面两句子意思一样：
The story is concerned with a national hero.
The story concerns a national hero.
这个故事牵涉到一个民族英雄。
concerned等于that is concerned或who are concerned，如everybody concerned (每个有关的人)，all concerned (有关各方) 和the department concerned

To whom it may concern或To Whom It May Concern用在不指明收信者是谁的信里，当作称呼语。这种信通常没有Yours，turely等信尾客套语。
