Well, I don't know about others but I'm always in a bad mood in rainy days. I believe a person's mood changes with the weather. I'm very sensitive. If the weather is terrible, I don't want to do anything. Maybe for others, weather is not a key factor which may influence a person.
我不知道其他人是怎么想的，但是我在雨天通常心情不好。我认为人的情绪会随着天气的改变而改变。我对天气特别敏感，如果天气不好，我就不想做任何事情。也许对于其他人来说，情绪不会因为天气不好而受到影响。

Well,if it rains too much,it may result in flood. Houses may be destroyed and people may get hurt and drowned. During sandstorms or typhoons, some roofs or trees will be blown away and people may get injured. On foggy days,the visibility is extremely low and it's dangerous for drivers. They must be very careful, or accidents may happen. If it doesn't rain for a long time,it may result in a draught.
如果下暴雨，就可能引起水灾，房屋可能遭到破坏,人们可能溺水而受到伤害。沙尘暴或台风来袭的时候，屋顶可能被掀翻，树木可能被连根拔起，人们可能受到伤害。在能见度非常低的大雾天气，对司机来说是很危险的，他们必须非常小心地驾驶，否则很容易发生意外。如果长期不降雨，就会导致旱灾。

The government must take some precautions to get prepared for bad weather. For example,they build dams or move people away to safer places. After a flood, typhoon or sandstorm, the government will send some medical team and rescue team to the places and save people and property. After that,the government helps people to rebuild the houses.
