本句型是用来转换视角、否定前面提到的观点。因此，本句型常用在议论文或者图表文中解释部分的开头。fail to do sth.意为“未能做某事”。如:

本句型在替换的时候需要注意的是:本句的主语为what引导的名词性从句，如果要用人称代词作主语，则谓语部分应该替换为fail to consider，其后再接that引导的表语从句。此外，consider也可以替换为take into consideration, think over等。
