Asked why he wanted to change his name, Manning in a statement said it's a "more honest reflection of who I am and always have been." Manning has been diagnosed with gender dysphoria. And while the name change which be reflected in Manning's military records, his status as a male inmate at Fort Leavenworth will not change.

Obama's first port of call is Tokyo. Trade talks are top of the agenda. But his impending arrival has triggered protests by some who object to plans for a multilateral Pacific trade pact and others who simply feel the etiquette's not right. The protesters in Manila are unhappy about an imminent military agreement that will boost the presence of U.S. troops in the Philippines. Scuffles broke out as riot police stopped them approaching the U.S. embassy compound.

South Korea’s Defense Ministry is warning of a possible "surprise" nuclear test by the DPRK, citing increased activity at the country’s main underground test site.
Defense Ministry spokesman Kim Min-seok says a lot of activity has been detected in and around the Punggye-ri test site in northeast DPRK, where the county conducted its third nuclear test in February last year.
Kim declined to elaborate on the specific activities, saying the information is part of confidential intelligence held by South Korea and the U.S.. He also said there’d been a recent verbal warning of a "big event" before April 30th, but he declined to reveal the source of the warning.
South Korea’s defense ministry says it’s launched a special task force with the Joint Chiefs of Staff to step up efforts to monitor and brace for possible DPRK nuclear detonation.
"It’s difficult for us to reveal detailed activities as this information is contained in U.S. and South Korean intelligence reports," Kim said. "We are constantly aware that DPRK has the ability to conduct a sudden nuclear test in a short period of time. And we know that in the past, the DPRK has even faked the build up to a nuclear test to try to fool us."

The Chinese yuan has hit another new low versus the U.S. dollar since starting its recent depreciation against the greenback in mid-January.
The People’s Bank of China set the yuan’s mid point at 6.1610 on Tuesday, 19 bips lower than the previous session. That came as the yuan continued its downward trend this week.
Analysts say that the U.S. economic recovery and the pull back of the Federal Reserve’s easy money policy both contributed to the decline. Other factors such as China’s exports also played a role in setting the yuan’s parity rate.
The PBOC widened the yuan’s daily trading band to 2 percent in March to better reflect the currency’s real value. Analysts say the wider range could deter speculative capital flows into China as the yuan has risen more than 32 percent against the U.S. dollar since 2005.
