12月15日，北京市交通委发布了《关于2018年小客车指标总量和配置比例的通告》（以下简称《通告》）。根据《通告》内容显示，2018年年度北京市小客车配置指标总量由15万个减少到10万个，其中新能源指标保持6万不变，普通指标由9万个减少至4万个。另外，指标有效期从半年延长到一年。

Beijing will further reduce the number of new car plates available to buyers and encourage the use of new energy vehicles in the next three years in a bid to reduce traffic gridlock and ease air pollution, authorities announced on Friday.

北京有关部门周五宣布，北京将在未来三年进一步缩减小客车指标配额，鼓励使用新能源车，以减少交通拥堵，缓解空气污染。

据北京交通委消息，北京2018年小客车指标年度配额（annual car license plate quota）将由2017年的15万个减少至10万个。其中，普通车（指汽油车，gasoline-powered cars）指标从9万个减少到4万个，新能源车指标（new energy vehicle quota）保持6万个不变。
另外，2018年，普通指标和新能源指标的配额都将进一步向个人（individual owners）倾斜，其中个人普通指标占比从2017年的92%提高到95%（3.8万个）；个人新能源指标占比从85%提高到90%，共（in total）5.4万个。
北京将调整（adjust）车牌摇号系统（license plate lottery system），小客车购车指标有效期由6个月延长到一年。
北京市政府（municipal government）完成了（accomplish）2017年底全市机动车保有量控制在 600万辆以内（maintain a total of 6 million vehicles）的目标。
