At a moment when our economy is growing, our businesses are creating jobs at the fastest pace since the 1990s, and wages are starting to rise again, we have to make some choices about the kind of country we want to be.

That was the focus of my State of the Union Address-middle-class economics.

The idea that this country does best when everyone gets their fair shot, everyone does their fair share, and everyone plays by the same set of rules.

This week, I will send a budget to Congress that's built on those values.

We'll help working families' paychecks go farther by treating things like paid leave and child care like the economic priorities that they are.

We'll offer Americans of every age the chance to upgrade their skills so they can earn higher wages, with plans like making two years of community college free for every responsible student.

We can afford to make these investments.

Since I took office, we've cut our deficits by about two-thirds-the fastest sustained deficit reduction since just after the end of World War II.

We just have to be smarter about how we pay for our priorities, and that's what my budget does.

It refuses to play politics with our homeland security, and funds our national security priorities at home and abroad.

And it undoes the arbitrary, across-the-board budget cuts known as “the sequester” for our domestic priorities, and matches those investments dollar-for-dollar in resources our troops need to get the job done.

Now, I know that there are Republicans in Congress who disagree with my approach.

EU divided over compulsory refugee quotas
欧盟强制难民配额惹分歧
The EU is divided over emergency relocation plans proposed by the European Commission, which would enforce compulsory refugee quotas on EU member states.
The European Union is not united this time.
On Wednesday, the European Commission chief Jean Claude Juncker proposed a new plan to relocate 120,000 refugees through compulsory quotas, meaning each EU member state would be required to take in a certain number of people.
Germany, the country that has so far taken in most refugees, backs the proposal, saying the EU needs a binding agreement.
"We need a binding agreement on a binding distribution of refugees among all member states, according to fair criteria. It can't stay the way it is right now. It would be a step forward if we could achieve what Jean Claude Juncker is proposing today," German chancellor Angela Merkel said.
And Spain is backing Germany's stance. If the numbers proposed by the Commission are applied, the country would take in nearly 15,000 refugees on top of the ones its already admitted.
"I will be very constructive and I will accept what the European Commission suggests. The Commission must provide suggestions, and things need to be done in an orderly manner," Spanish Prime Minister Mariano Rajoy said.
But many other states are not that supportive on the compulsory quotas. Countries like Poland, Hungary, Slovakia and the Czech Republic have all been resistant to the idea and opposition has already been voiced.
"One thing we didn't agree with in the Juncker statement, is a mechanism for compulsory redistribution of refugees which doesn't make sense in the context of Europe. It doesn't bring about a solution and only diverts attention away from those fundamental problems, which are NOT to do with the consequences of the migration wave, but the causes," Czech Prime Minister Bohuslav Sobotka said.
According to the Commission's proposal, each country that admits refugees will receive 6,000 euros per person.
Hungary, Greece and Italy, where many of those to be relocated are currently based, will receive 500 euros per person.
But the promise of money seems to have done little to appease those opposed to the scheme, with many EU states worried about the long-term impact.

Russia holds drill close to disputed islands

Russia has held an anti-landing military drill in its Far East region, close to a set of islands at the center of a dispute with Japan.
Russia's defense ministry says it has deployed more than 1,000 soldiers and a range of heavy weaponry, including tanks, the Sukhoi series fighter jets, and multiple-rocket launchers.
Meanwhile, Russia's Transport Minister Maxim Sokolov has visited one of the disputed islands, drawing protests from Japan.
Both Russia and Japan claim sovereignty over the Pacific islands, which are known as the Southern Kurils in Russia, and the Northern Territories in Japan. They are currently under Russian control.
