A fugitive former Mexican mayor and his wife were captured from this house in a Mexico City neighborhood on Tuesday. Jose Luis Abarca, former mayor of Iguala and his wife Maria de los Angeles Pineda are suspected to be the masterminds behind the abduction of 43 trainee teachers in September. Four members of a drug gang, also from Iguala ,and dozens of officers have been arrested for their alleged involvement in the disappearances . Some hope the mayor's arrest will shed light on the whereabouts of the missing students.

What happens after they have given their statements, will lead us to where they are."

The main reservoir feeding the area is at just 3.4 percent capacity. This week's rain stopped it from going even lower but meteorlogists say even with more rain on the way it won't be enough to fill the reservoir up again.

Days of heavy rain in Argentina's Buenos Aires province have turned these streets into rivers, sparing neither man nor beast. The fast-moving waters even buried a section of highway about 70 miles from the country's capital. Residents were forced to wade through almost-waist high waters, while others used small boats. Some used styrofoam rafts to transfer possessions they had managed to salvage from the floods. The floods shut down a 150 schools in the area. Authorities reported that over 5,000 people across 23 districts had been evacuated.

The day before voters in the U.S. Capital City decide whether to legalize marijuana, the DC Cannabis Campaign office buzzes with activity.Workers dole out hemp T-shirts and signs designed to convince District of Columbia voters to vote yes on Ballot Initiative 71. Adam Eidinger who chairs the DC Cannabis campaign says the support is there -- even if you don't always see it. (SOUNDBITE) (English) ADAM EIDINGER, DC CANNABIS CAMPAIGN CHAIRMAN, SAYING: "I mean, there are probably a million Americans that are in the marijuana world, that are growing it or using it regularly, and they, they want to come out of the shadows, they want to come out of the closet. And Election Day we're going to come out of the closet." Ballot initiative 71 allows adults over the age of 21 to possess up to 2 ounces of marijuana and allows up to six marijuana plants to be grown at home. The initiative does not deal with the sale of marijuana. The city council is considering a separate bill to tax and regulate marijuana within the District of Columbia. Supporters of marijuana reform say legalization is a civil rights issue since an American Civil Liberties Union study found blacks in Washington are eight times more likely to be arrested for marijuana possession than people of other races. (SOUNDBITE) (English) ADAM EIDINGER, DC CANNABIS CAMPAIGN CHAIRMAN, SAYING: "Since they're stopping more African Americans, they're finding more marijuana. In the white community, people are not stopped and frisked on a regular basis and this kind of racial disparity in policing has been justified through the marijuana arrests themselves." But some say legalized marijuana will only bring more problems. (SOUNDBITE) (English) WILL JONES, TWO IS ENOUGH, SAYING: "Especially in minority communities, in African American communities,we have a disproportionate amount of liquor stores and tobacco advertising targeted towards us and the last thing we need is to have marijuana stores on the corner as well." A recent Reuters/Ipsos poll found 47 percent of Americans support of legalization and 35 percent oppose it. Only Colorado and Washington state have legalized the sale of marijuana so far. On Tuesday ballot initiatives in Oregon and Alaska would also legalize sales...in a country where one in four Americans say they have used pot.

China has so far sent 750 million yuan, that’s 120 million US dollars, to countries in Africa to deal with the Ebola virus. Public health experts are also on the way to help stop the spread of the virus that has killed more than 5,000 people.
China has sent four rounds of humanitarian aid, including personnel and funds to the epidemic hit areas in Western Africa.
A commission of public health experts and medical workers will soon be sent to Liberia, Sierra Leone and Guinea at the heart of the crisis.
And China’s People’s Liberation Army will set up a treatment center in Liberia. The Foreign Ministy says it’s the first such facility to be constructed in West Africa and run by a foreign country.
"We will send a team of 160 medical staff to operate and manage the center. In building the center, we have fully drawn upon China’s experience in dealing with SARS. We will try to detect, report, diagnose, quarantine and treat ebola patients in a timely manner. We have also optimised diagnosis and treatment procedures, and the function and layout of the facility," Wang Shengwen, director of foreignassistance of Ministry of Commerce, said.
The large number of Chinese workers in Africa has prompted warnings that China may be vulnerable to a possible spread of the virus.
There are as many as 190 flights between Africa and the southern Chinese province of Guangdong every month, with a passenger flow of more than 45,000 people. Health officials say various measures are in place to ramp up Ebola surveillance.
"We have set up a 22-department system to cope with any ebola epidemic. We have strengthened preventive measutres including expanding testing procedures and designating hospitals to handle Ebola cases," Wang said.
No Chinese citizens in Africa have so far been found with Ebola infection.
A daily communication system has been set up between Beijing and the Chinese medical team in Africa. None of the Chinese medical workers have been infected so far.
