Brazil has seen a wave of protests in the run up to the 2014 World Cup. Some have been peaceful demonstrations against the expenditure of public cash to host the tournament. Others have been more like riots with cars set on fire, shops looted and their point not always so clear. Brazil's sports minister is pledging that democratic rights to protest during the World Cup would be respected, but not vandalism and violence. With the kick-off to the first match just weeks away Brazil's giving its navy a new round of training. The focus in this case is on traffic monitoring, patrol operations and checking vessels in strategic maritime areas and ports. It's part of a massive security operation which includes the deployment of 30, 000 troops. On Friday Argentine authorities announced a security agreement with Brazil intended to stop soccer-related violence crossing their border. A list of local hooligan gangs with a history of violence has been handed to Brazilian security officials. Last year Argentina started banning away fans from first division matches to crack down on soccer violence but still ended 2013 with a record 15 football-related deaths.

Nigeria's President Goodluck Jonathan arrives in France for a summit on the Islamist militant group Boko Haram, which is holding hundreds of school girls captive. He sat down with leaders from the West and West Africa to flesh out a plans to share intelligence, coordinate action and monitor borders. They agreed to work together to wage "total war" on the insurgent group. French President Francois Hollande says the threat extends beyond Nigeria's borders.

China's low-cost airline to begin operations in Sept.

A new, low-cost carrier has signed an agreement with The Boeing Company to purchase 50 aircraft, worth more than 6 billion dollars. Jiu Yuan Airlines, or 9 Air, is planning to start domestic services to meet the growing demand for cheaper air travel.
Taking a flight for only 9 yuan -- or less than 1.5 dollars -- is a fantasy about to become reality.
The newest budget carrier plans to introduce many low-cost options like 9 yuan, 99 yuan and 199 yuan starting later this year.
"The number of 9-yuan tickets will be very limited, but we plan to consistently provide these low-cost tickets. How to control and lower costs is the major difference between budget airlines and traditional airlines," president of Jiu Yuan Airlines Ji Guangping said.
Ji Guangping says the air service will be adjusted according to prices and customers’ needs.
He believes a huge market like Guangzhou -- China’s southern business hub and a top destination for rural migrant workers -- always needs more options with competitive prices.
The airline will initially fly a short domestic service from Guangzhou, and then expand into Southeast Asia in the future.
"We decided to use brand new aircraft to guarantee a safe journey for passengers. We also hope these planes will provide more comfort and better services," Ji Guangping said.
The airline is set to begin flights in September.

Hong Kong has sent a strong signal in its fight against the illegal ivory trade by burning confiscated elephant tusks. The batch destroyed is the first of a stockpile of 30 tons set to be burned within two years. It’s seen as a key step in its efforts on curbing wildlife crimes. Li Jiejun
Fibre drums filled with pieces of ivory were sent to the rotary kiln. In the end, the elephant tusks were turned into dust.
This marked an important step in Hong Kong’s fight against the illegal trade of ivory.
Over the past years, Hong Kong seized about 30 tons of ivory, which amounts to the death of more than 10,000 elephants.
“Apart from retaining a very small part of ivory for potential uses, all the forfeited ivory stockpile, about 28 tonnes, will be disposed of by incineration in phase,” said K.S. Wong, HK Secretary for the Environment.
Despite a global ban on ivory imposed in 1989, the illegal ivory trade is still flourishing.
It’s estimated that tens of thousands of elephants in Africa are killed each year for their ivory, which sells for more than 1,000 US dollars a pound on the black market.
"It is not only having a devastating impact on the African elephant, but it also poses a threat to people and their livelihoods, as well as national economies and regional security," said John E. Scanlon, CITES Secretary General.
China is the world’s largest market for ivory, accounting for an estimated 70% of global consumption.
And Hong Kong is a key transit point of illegal ivory entering the Chinese mainland.
