A judge rules the U.S. government's gathering of Americans' phone records likely is unlawful. U.S. District Judge Richard Leon of the District of Columbia ordered the suspension of the collection of data on two phone company customers who sued the Obama administration. The ruling marks a significant challenge to U.S. spying authority. In his written opinion, the judge said that the government's program likely violated Americans' right to be free of unreasonable searches. The U.S. Justice Department is reviewing the ruling - and said in a statement quote: "We believe the program is constitutional as previous judges have found." In June, the British newspaper the Guardian reported that a U.S. surveillance court had secretly approved the collection of millions of raw daily phone records - after former National Security Agency contractor Edward Snowden leaked the program.

Scores are killed in Iraq in a string of bombings targeting mainly Shi'ite Muslims ahead of a Shi'ite holy day. It makes this year's bloodshed in Iraq the worst it's been in five years. In Baghdad, authorities say a string of car bombs and roadside bombs killed at least 14 people.

Chinese authorities have vowed to reform its household registration reform at the Third Plenary Session of the CPC Central Committee. The Ministry of Public Security says it has already drafted a roadmap of the reform.
"We will set up a new household registration system by 2020. It will have three key features. First of all, we will adopt the same system in urban and rural areas. Secondly, the requirement for immigration will be based on legal and stable homes and jobs. Besides that, the new system will based on where you live for most of the time. By that time, it should be much easier for people to migrate." said Huang Ming, Vice Minister, Chinese Ministry of Public Security.
Huang says this round of reforms aims to help migrant workers in cities get legal registration and attract more people to the cities. The government will also make efforts to boost public service, including education, medical treatment, and social security programs for long-term dwellers. There are about 160 million migrant workers in China currently.

The snow that has fallen on China’s Guizhou and Yunnan Provinces has slowed traffic and temporarily shut roads and highways. Local authorities are taking measures to ease congestion.
Making preparations for freezing weather, as snow continues to fall in Guizhou province, salt is being spread across major highways to stop them icing over.
"Thin ice began to form on the road surface after 1pm. We are divided into three groups, each taking care of one section of the road." said Li Xufang, Staff Member, Guizhou Highway Maintenance Co.
Workers say as temperatures continue to drop, salt spreading will become their main activity. But it will not solve all the problems. The provincial highway in Liupanshui city lies 2,400 meters above sea level, and risks thicker ice forming. For safety reasons, part of the highway is shut at night, stranding some drivers.
"There was no rain and snow yesterday. So I used the highway. But it turned out a truck had skidded on the ice. So I have to stay here."
Along the route, traffic police are busy handing out instant noodles and hot water to the stranded drivers, and reminding them the dos and don’ts for sleeping in cars.
As this high altitude highway is prone to traffic accidents at night, police need to conduct regular patrols.
In neighboring Yunan Province, residents are also tackling the heaviest snowfall this year. The extreme weather has also disrupted air traffic, forcing Kunming’s airport to close on Monday. The National Meteorological Center forecasts that snow and rain will continue to sweep the two provinces over the following week. A cold front is also expected to sweep through most parts of Southern China, bringing the coldest temperatures since winter began.
