Up against the Toronto City Council, an embattled Mayor Rob Ford continued his apology tour on Wednesday. But defied the council's call to take a leave of absence after a string of drug-related incidents has surfaced in the media. Instead, he indicated he'd run for re-election.

During the meeting, Ford insisted on having a zero tolerance for drugs and gangs, but admitted to buying illegal drugs in the last two years. The incidents began earlier this year when it was reported Ford was seen on video smoking what appeared to be crack cocaine. He finally admitted last week having smoked the drug in a quote "drunken stupor," appearing to be the latest straw for some of his colleagues.

That price included commission costs.

It was purchased by a man bidding in the room, who represented a person not present. The man did not give his own identity to reporters. Shots fired outside Pittsburgh high school

Aerials from a news helicopter show a victim being taken away on a stretcher and loaded into an ambulance. Police are on the scene in Pittsburgh after shots were fired outside Brashear High School Wednesday afternoon. At least three people were hurt in the shooting. Local media is reporting all three victims are students and have non-life threatening injuries. A school official says the shooter came out of the woods, shot the students, and ran back into the woods. Police are searching for at least one gunman.

The Japanese government is considering borrowing an additional three trillion yen, or about 30 billion US dollars, to fund the operator of the crippled Fukushima nuclear power plant.
The money will be used to help the Tokyo Electric Power Company pay for compensating the evacuees and cleaning up the contaminated area outside the wrecked plant. Cleaning up and compensation work have been underway since the nuclear leak occurred two years ago. The latest plan adds to the clean-up project’s already soaring costs. The loan would bring all Fukushima-related expenses to 80 billion US dollars.
It’s also an indication of TEPCO and the government’s struggles to hit initial targets for lowering radiation levels in the towns and villages hardest hit by the fallout. Fukushima is the worst nuclear accident since Chernobyl.
