U.S. sees signs of progress in talks with Russia on Syria's chemical weapons
Talks in Geneva between the U.S and Russia over destroying Syria's chemical weapons are at a "pivotal point." That's according to a U.S. official speaking on condition of anonymity. President Barack Obama, after meeting with Kuwait's Amir, said he hoped negotiations will succeed but the White House is said to remain skeptical.
SOUNDBITE: U.S. PRESIDENT BARACK OBAMA SAYING: "I shared with the Amir my hope that the negotiations that are currently taking place between Secretary of State Kerry and Foreign Minister Lavrov in Geneva bear fruit…But I repeated what I've said publicly, which is any agreement needs to be verifiable and enforceable."
Meanwhile, utter frustration from United Nations chief Ban Ki-moon. He told an audience on Friday that the U.N. Security Council is totally divided over Syria, which the West blames for a chemical weapons attack that killed scores of civilians.
SOUNDBITE: UNITED NATIONS CHIEF BAN KI-MOON SAYING: "Can you just believe? It's an incredible situation that the Security Council has not been able to adopt any single resolution, even humanitarian...I am very much troubled by this. This is a failure by the United Nations."
But no diplomatic paralysis in Geneva, where the two sides are reportedly "coming to agreement" on key issues like the size of Syria's chemical stockpiles. That's a pivotal first step before securing and ultimately destroying Syria's chemical weapons can be carried out.
Al Qaeda calls for small-scale attacks inside United States
A call for attacks. The leader of Al Qaeda is urging small scale strikes inside the United States to -- as he puts it -- "bleed America economically." Ayman al-Zawahri called for the strikes in an audio speech released one day after the 12th anniversary of 9/11.
(SOUNDBITE) (Arabic) AL QAEDA LEADER, AYMAN AL-ZAWAHRI, SAYING: "Keeping the U.S. in a state of tension and anticipation only requires a few disparate attacks here and there. As we defeated it in the guerilla warfare in Somalia, Yemen, Iraq and Afghanistan, so we should follow it with war on its own land. These disparate strikes can be done by one brother or a few of the brothers."
Reuters cannot verify the audio's veracity. It was provided by the SITE terrorism monitoring service. In the speech, al-Zawahri praised the Boston Marathon bombers. He suggested multiple small scale strikes in the U.S. would trigger massive spending on security by Washington, weakening the American economy. The Al Qaeda leader also encouraged Muslims to seize any opportunity to land "a large strike" on U.S. soil, even if it took years of planning.
