日前，李克强总理在提出“提网速、降网费”一个月之后，又在国务院常务会议上提出降低资费水平，推出流量不清零、流量转赠等服务。工信部今天公布网络提速降费总目标，到2017年底手机流量和固定宽带平均资费水平大幅下降。

New 4G network base stations covering the whole country, 100 megabyte fiber-optic connectivity and 30Mbps average broadband speed are some of the plans announced to boost Internet speed and cut costs by the Ministry of Industry and Information Technology (MIIT) on Friday, said CCTV.
据中央电视台报道，工信部周五宣布了提高网速、降低网费的计划，包括新建4G网络基站全面覆盖城市和乡村、具备百兆光纤接入能力、宽带平均接入速率达到30Mbps等。

100 megabyte fiber-optic connectivity是百兆光纤接入能力；broadband speed是宽带速度。
工信部提出，到2017年底所有地级以上城区（prefecture-level cities）家庭（households）具备百兆光纤接入能力（have the ability to accesses 100 megabyte fiber-optic connectivity），4G全面覆盖城市和乡村；直辖市（municipalities）和省会城市（provincial capitals）等宽带平均接入速率（average broadband speed）达到30Mbps，其它城市达到20Mbps；手机流量（mobile phones' high-speed data）和固定宽带平均资费水平（the average cost of broadband）大幅下降（be significantly reduced）。
中国电信（China Telecom）、中国移动（China Mobile）、中国联通（China Unicom）三大国内运营商（three domestic carries）15日公布了各自的提速降费方案（cost-cutting plans），资费最高降幅35%以上。
上周五，工信部就实施“宽带中国”2015专项行动提出意见，新建4G基站（4G network base stations）超过60万个。新增光纤到户宽带用户4000万户，新增4G用户（4G network users）超过2亿户。
开放市场（open market）、公平竞争（fair competition）以及更多的财政支持（financial support）将帮助农村地区（rural areas）升级宽带服务（upgrade broadband services），逐步加大公共财政对农村地区宽带发展支持力度，努力推动缩小（narrow）城乡“数字鸿沟（digital gap）”。
周三，李克强总理主持召开国务院常务会议（executive meeting of the State Council），明确提出五大具体举措促进宽带提速降费，其中包括鼓励电信企业尽快发布提速降费方案计划，使城市平均宽带接入速率提升40%以上，推出流量不清零（roll over the value of unused data in fixed price plans to the next period）、流量转赠（allow customers to transfer unused data to others）等服务。
