The historic diplomatic talks start Wednesday in Havana and will be led by top U.S. diplomat for Latin America, Roberta Jacobson. The U.S. will urge Cuba to lift travel restrictions on U.S. diplomats and agree to establish embassies.

Ferry crew appeals sentences

The captain and other crew members of the South Korean ferry Sewol arrived in court Tuesday for the first day of their appeals hearing. Captain Lee Joon-seok was amongst the first rescued when the overloaded ferry capsized in April of last year. 304 people were killed- 250 of them were school children. Video of the crew abandoning the vessel after telling passengers to remain in their cabins caused a public outcry. Outside the court family members of the victims denounced the crew. Whenever I open the door to my son's room, this woman said, I still pray my child is sitting at his desk. Lee was sentenced to 36 years on negligence charges. An engineer is serving 30 years for homicide after failing to help two injured colleagues. The remaining crew were also handed prison terms ranging from five to 20 years.

Floods in the southern region of Malawi have killed at least 176 people and displaced more than 100,000 people, according to UN relief agencies. Large swathes of land remain submerged under water, destroying thousands of acres of crops and raising fears of a cholera outbreak. And they're not yet in the clear... Malawi's weather service is warning of more heavy rain in the next two to three weeks.

Now we are seeing the policemen and the government covering up and prohibiting the people from meeting the Pope." Pope Francis, after meeting Philippine President Benigno Aquino, urged the government to fight corruption and help the poor. (SOUNDBITE) (English) HEAD OF THE ROMAN CATHOLIC CHURCH, POPE FRANCIS SAYING: "It is now, more than ever, necessary that political leaders be outstanding for honesty, integrity and commitment to the common good." About 80 percent of Filipinos are Catholic. During his trip, the pope will visit Tacloban which was devastated by last year's typhoon.

Drug use in China is getting worse. The report cites more armed drug trafficking and a rising number of youngsters committing drug-related crimes. The current number of registered drug users has risen to 2.7 million, twice the number of six years ago. It's estimated that China has more than 14 million illegal drug users on total. And a sampling survey in some major cities indicates that the total number in the country could be bigger.
Drug dealing is much easier than before. Internet applications such Tencent QQ, MOMO, and Wechat are used as major transaction channels.
Easier access for young people is helping drive the trend of turning consumers into dealers. Fighting on-line drug dealing will be a priority for the police in the next few years.
China reinforced its crackdown on drug-related crimes in 2014, which began with several celebrities being caught for drug offenses. A recently launched campaign to ban drugs in hundreds of cities is expected to run until April this year.
