据《新京报》报道，中国互联网监管机构计划出台智能手机应用程序管理办法。

【讲解】

smartphone applications就是智能手机应用程序。
国家网信办副主任彭波表示，目前在依法治国（the rule of law）的进程中，依法治网（guarantee Internet development in a legal way）是最基础的工程，又是最艰巨的任务，需尽快“补课”。
近年来，智能手机产业的发展催生了APP应用程序行业的兴起（boomed）。然而，在提供便捷服务（provide convenient services）的同时，缺乏安全保障（lack security），有些APP存在病毒（virus）、窃取用户信息（steal users' personal information）等问题，有些开发者缺乏版权意识（lack copyright awareness），导致APP侵犯他人的知识产权（infringe on others' intellectual property rights），APP安全问题日益凸显，行业乱象备受关注。
因此国家网信办将出台相关发展管理办法，对APP进行依法监管（supervision），保护用户个人隐私（protect smartphone users' privacy），保证行业健康发展（ensure the industry develops healthily）。
