Russian President Vladimir Putin signs into law the treaty to annex Ukraine's Crimea peninsula. The signing came shortly after the annexation was unanimously approved by the upper house of parliament. An international outcry, targeted sanctions and the threat of more from the European Union and the U.S. have so far failed to shake Moscow's plans. In Crimea itself the situation is tense a day after Russian forces seized three Ukrainian naval vessels in Sevastopol harbour. The flagship Slavutich was seen anchored there on Friday with the Ukrainian flag flying but it was blockaded by ships of the Russian Black Sea fleet. At the Perevalnoye military base in Crimea, one of two seized under the control of Russian forces, there were signs Ukrainian soldiers were preparing to leave. Many who live and work at the base felt the interim government in Kiev had given up on them and offered no real alternative. Some were joining queues to add their names to those who want to apply for Russian passports, others bent on staying Ukrainian regardless.

Thailand's Constitutional Court declares February's national election null and void. The poll's been ruled invalid because voting didn't take place in 28 southern districts where candidates were blocked from registering by anti-government protesters. It's unclear when a new election might take place. If a new one is organised the protesters say they'll disrupt it again. The latest twist comes just days after the government lifted a state of emergency in Bangkok to curb political protests. The demonstrators have been trying since November last year to oust Prime Minister Yingluck Shinawatra. For now she heads a caretaker administration with limited powers. She's facing a string of legal challenges which could bring her down including charges related to a rice subsidy scheme that owes money to thousands of farmers.

Rising temperatures cause ice jams, flooding in Michigan

Massive chunks of ice are clogging up the Raisin River in Michigan, causing flooding just outside Detroit. These ice jams, as they're called, are formed as the snow and ice melt. The river water is now overflowing into streets and surrounding homes and cars. The city of Monroe has requested a cutter from the Coast Guard to help break up the ice and get the river flowing smoothly again.

Michelle Obama has arrived in Beijing for a week-long trip, accompanied by her daughters and her mother, but not the U.S. president. She'll meet Peng Liyuan, wife of Chinese President Xi Jinping or Chinese First Lady, and later travel to the central city of Xi'an and the southwest city of Chengdu.
An unprecedented and historical moment in the chapter of China-U.S. relations - U.S. First Lady Michelle Obama arrived in Beijing on Thursday afternoon with her daughters and her mother.
It's the first time a U.S. First Lady has visited China by herself.
Experts say that it's also a soft move of U.S. public diplomacy to make amends with China.
"Last time, when President Xi Jinping went to Sunnylands in California, Michelle Obama wasn't there. I think many Chinese viewed that as a deep disappointment," said Professor
Xie Tao at Beijing Foreign Studies University. "So this time, she is coming over to China. I think this is to make up for her absence in California last year.
"There is an increasing importance of the China-U.S. relationship, but also increasing tensions in bilateral ties. So it's very crucial that the U.S. leaders, or people who have an unofficial position like the first lady, come over to China and meet Peng Liyuan. This is an excellent example of public diplomacy by the U.S. government."
The U.S. First Lady is looking to talk with young people to promote cultural exchanges between the two countries. She is promising to keep people informed about her trip by updating her blog every day. She hopes the visit will help young people in the U.S. gain a better understanding of China.

The U.S. government announced a 1.2 billion U.S. dollar settlement with Toyota Motor on Wednesday, the largest ever penalty for a carmaker. It concludes a four-year criminal investigation into the Japanese carmaker's safety problems.
"When car owners get behind the wheel, they have the right to expect that their vehicle is safe. If part of the automobile turns out to have safety issues, the car company has a duty, upfront, to tell customers about them, to fix them quickly, and to immediately tell the truth about the problem as well as the scope of that problem. Toyota violated this basic compact,"said U.S. Attorney General Eric Holder.
The U.S. also alleged Toyota issued misleading statements about safety issues of its vehicles. Toyota admitted that it had misled consumers.
Even after a car crash in San Diego that killed a family of four, Toyota only conducted a limited safety recall of certain models. According to the Justice Department, the company knew at the time that other models might have the same acceleration problem. It also concealed a separate acceleration problem related to a faulty pedal.
Analysts say U.S. investigators may also fine General Motors for similar issues for about 35 million dollars.
Toyota CEO responded Thursday that recalls are good for all in long term.
