France shooting suspect held
法国枪击案嫌犯落网 曾卷入谋杀案

pCgbg8V6Uv1l#)m

French police have arrested the man they believe was the shooter in this terrifying security camera video. The suspect's been named as Abdelhakim Dekhar. Some sources say he was found in his car parked in a Paris suburb. A second source said he was thought to be on medication and not in a state to be questioned. A photographer's assistant was seriously wounded in the shooting at the offices of the left-wing Liberation newspaper on Monday. Shortly afterwards shots were fired into the lobby at the headquarters of a major bank although no-one was wounded in that attack. The gunman escaped after hijacking a car atgunpoint. The French interior minister said later Dekhar had links to a couple involved in a deadly shootout with police in Paris in 1994. Three police officers and a taxi driver were killed in what became known as the Rey-Maupin affair. The killers used a gun bought by Dekhar who was given a four-year jail term because of it.

Birth of an island
日本海底火山喷发形成新岛屿

cxH[)LE;LgOc9p

A new island emerges from the waves to join Japan's southern Ogasawara chain. The island was created by an erupting undersea volcano filmed by the Japanese coast guard. It's just 200 metres in diameter but the powerful eruption sent plumes of smoke almost 600 metres into the air. Japan's government spokesman welcomed the arrival of the new territory but said it was too early to consider naming it.

Like clockwork, representatives for the European Union, the United States, Russia, China and Iran meet in Geneva for another round of talks. Once again, the subject of those talks... negotiating a deal to curb Iran's nuclear program. EU foreign policy chief Catherine Ashton and Iranian Foreign Minister Mohamad Javad Zarif met Wednesday afternoon. Farmland expansion threatens Great Wall
大规模农田扩张威胁古长城

2[vyZ|QtAB,

The Great Wall of China is famous for being the largest man-made structure in the world. It stretches some 1500 miles from end to end. Unfortunately, the Great Wall is now facing massive destruction from farmland expansion and construction.

=jgWIO7020m

Can you imagine that this is the most iconic monument in China? Under assault by expansion of farming activities, nearly two-thirds of China’s Great Wall may have been damaged or destroyed, while the rest remains under siege, says Li Lin from the China Great Wall Society.

N(iUd|a,PN#

"Definitely no segment of the wall is longer than one kilometer in rural areas. I myself never saw a wall longer than 100 meters during my field investigations on farmlands." Li said.

_cF6x5wcn@V(VVBG2|S

In Northwest China’s Gansu province, over 250 miles of the Great Wall can be seen on the map. It was first built in the Qin Dynasty about 2,200 years ago, and after 1,500 years, the Ming Dynasty rebuilt it. The Great Wall has survived nature’s decay for over 2,000 years. But the Great Wall is losing the battle with farmers living around, who have been turning it into pathways, cave shelters, or even fertilizers for the crops.

Cw-K+Onhy5f[sg~UA4)j

"The Great Wall was 10 to 15 meters high only decades ago. Now it hardly reaches 2 meters. The tiles we found there confirm its construction time and original patterns." Li said.

Uf|tb5l]C0lT0z]YVud

In 2006, the government released the Great Wall Protection Regulations and a 10-year protection project. However, the results are not as marked in rural areas as in tourism spots like Beijing. The Great Wall here has to give way to infrastructure construction.

;Qsvt=)&~UZW+1fh

"We tried to stop villagers from destroying the Great Wall. But the relics here are not included in the protection zone. Our hands are tied." Chen Jun with Longxi County Museum said.

Constructed by a succession of imperial dynasties, the network of barriers, towers and fortifications expanded over the centuries, as an attempt to defend imperial rulings.

At the height of its importance during the Ming dynasty, the Great Wall is believed to have extended some 4,000 miles, 10 times the distance from New York to Los Angeles.

More regulations needed to oversee private adoptions
私人收养需要实行更多监管措施

9)0JVrmFOC-30^

Every parent has the same wish, to have a healthy child. But for a variety of reasons, some couples are unable to and turn to adoption. But many prospective parents fail to adopt through public orphanages. They turn to the underground world of private adoptions, which largely takes place online. Wu Lei reports on these channels have grown in popularity despite the risks involved.

s45lTzxNT1

Every time Mr. Li sees a child, he thinks something is missing in his life. After failing numerous times of trying to adopt through public orphanages, he and his wife turned to the internet.

pQe^6dE[LPg

“I posted some requests on the web 2 months ago, but we haven’t found the right child. If I do find the right child, paying a certain fee is acceptable.” Mr. Li said.

sZ#-1*by;6jW

There are many private adoption forums and websites, where thousands of members present their requests and offer information.

,hPK6rJEs]h2VX6u

But none of these private channels are protected or regulated by the law.

5+7ZRRD;#x%

“During the process of private adoption, if there is any money being paid, it could come under suspicion as being a child trafficking crime under Chinese criminal law.” Lawyer Yu Xiaowen with Xinqing Law Firm said.

aa79],HoQy9u&uw%IB

An estimated 200,000 babies are abandoned in China each year. Most end up in public orphanages where they are raised by social welfare groups.

^IQOm8d2OUnrF4Kj8

Xi’an Children’s welfare institution has more than 700 children now. President Wang Yingtao says many parents come to apply for adoption every year, but many don’t meet the standards. Others give up due to the complicated application process. But he says most of the time, the child just doesn’t win prospective parents’ hearts.

s8%_2H&+@_P*M83P

“It is a pity that very few people adopt children from our institution. It’s because over 90% of the children here have some deformity or disease. We don’t have so many healthy children to meet their wishes.” Wang Yingtao, president of Xi’an Children’s Welfare Institution, said.

2veGV%4KgCB((~cQ!on

That is why these parents turn to the internet and private adoption as a last resort.

IPV2gIWJQ1_]

But this unregulated activity is vulnerable to criminal elements, which will largely affect the children’s well-being. Yu believes better legal enforcement will play a crucial role in solving the problem.

y0o3p~^;g.rb

“As far as the law is concerned, we need to improve the legislation, specify the detailed actions and strengthen regulation of these private adoption channels.” Lawyer Yu said.

-%.Y7oryyQ~jq=ZZSr

Newly emerging adoption websites have confronted increasing demand from the public. In order to better protect children, more legal platforms and regulations are desperately needed.
