When it rains heavily, we often say it is "pouring."

You mean like the flu?

That is a lot of bad stuff happening. When it rains, it pours.

那可真是坏事不少啊 祸不单行呀

When it rains, it's never just one raindrop. Many raindrops fall.

下雨的时候 绝不可能只落一滴雨 会有很多雨滴

So this idiom means that when something bad happens, other bad things usually happen, too.

所以这个习语是指发生一件坏事的时候 还会接连发生其他坏事

You can also say when it rains, it pours if a lot of good things are happening to you.

如果接连发生了很多好事 你也可以用这个表达

But more often than not, it's about bad things.

但多数情况下 它指的都是坏事
