否决权(veto)指某一组织或个人有权力单方面决定停止一项立法工作,否决权的拥有者拥有无限的权力来禁止一项政策的改变,但是没有无限的权力来推动一项政策或法案。否决权最早出现在古罗马,当时罗马的护民官有权否决罗马参议院所通过的立法。在联合国,安理会的5个常任理事国(中国、俄罗斯、法国、英国和美国)都拥有否决权。只要其中任何一国反对某一提案,即使其他14国全部赞成,该提案也无法在安理会通过。
