HONG KONG — Alibaba, the Chinese e-commerce titan, has always had a capricious streak when it comes to strategic investments and acquisitions.

The Chinese authorities have been slowly rolling out new rules that mandate the system’s use. Heavy trucks must also have the system, and the government has installed it in more than 50,000 Chinese fishing boats.
