Fifa is to bar countries bidding to host the World Cup from funding football projects overseas as it seeks to reform itself following US accusations that the sport’s governing body was riddled with corruption.

In response to criticism over the human rights records of some World Cup hosts, Fifa will also require bidders to follow UN labour and human rights standards.

The changes are understood to have been agreed by senior Fifa officials. It had already been decided that choosing the next World Cup host would be by open ballot among Fifa’s 209-strong congress, with every vote made public.

To fight corruption, Fifa will reverse a requirement for bidding countries to fund the development of football overseas. “That rule is the source of all the problems,” said a person close to Fifa. “Countries would work out where they would get the most votes and put the money there, like funding another pitch in Trinidad & Tobago because it gets them the votes they need.”

But other key reform proposals to be put to an executive committee meeting on Monday remain in the balance, such as imposing term limits on football officials. Sepp Blatter was elected to a fifth term as Fifa president in May but resigned shortly afterwards. “We know what ought to be done, but for whatever reason we are struggling to get there,” said one person close to Fifa.

The attempted shake-up follows US allegations that Fifa executives took bribes totalling well over $150m in a culture of “rampant, systemic and deep-rooted” corruption. On Wednesday, an unnamed official was extradited to the US from Switzerland, the first of seven officials held in custody in connection with the investigation by the Federal Bureau of Investigation.

The bidding for the next World Cup, after Qatar 2022, has been postponed indefinitely as Fifa prepares to elect a new president. In the past, World Cups have been awarded in secret by Fifa’s executive committee. When the next World Cup host is chosen, it will be by an open ballot of its 209-strong Congress.
