President Obama issued an executive action on Monday designed to make it easier for young people to repay their student loans. He signed an order directing Education Secretary Arne Duncan to make sure more people who borrow federal students loans can CAP their debt repayments at just 10 percent of their monthly income.

Federal law already allows most students to cap their loan payments to 10 percent of their income. Monday's order increases the number of eligible students by some 5 million, the Administration said.

The White House says 'Pay as you Earn' will help stimulate the economy, by helping young people avoid those pesky credit blemishes, it said, that can hurt them down the road. Monday's executive action doesn't go into effect, however, until the end of 2015. Senate Democrats have proposed related legislation that would let Americans refinance their student debt at lower interest rates. But Republicans oppose the idea, saying the cost would be too high to the government.

Five jailed for killing Russian journalist Anna Politkovskaya

In a Moscow courtroom, the five men convicted of killing Russian journalist Anna Politkovskaya learned their fate. Rustam Makhmudov, the gunman and his uncle, Lom-Ali Gaitukayev, who handled the logistics ---received life sentences. The other three received 12, 14 and 20 years. Politkovskaya, a frequent critic of the Kremlin, uncovered corruption and reported extensively in Chechnya. The 48-year-old journalist was gunned down in the lobby of her Moscow apartment on October 7, 2006--- President Vladimir Putin's 54th birthday. It isn't clear at this point, who may have masterminded the attack. Russian authorities have denied any role in the killing, which caused international outrage.

Death toll mounts in Pakistan airport attack

Smoke billows from the airport in Karachi, Pakistan the morning after a deadly attack and gunbattles that killed at least 23 people. The army said Jinnah International Airport had been secured by Monday morning, as fires continued to burn and ambulances took away the dead and injured. Local officials say the ten attackers were among those killed.

The attack on one of Pakistan's biggest airports began late Sunday night, with gunbattles continuing for hours. All flights to the airport were diverted. No one immediate claimed responsibility for the attack, but it happed at a time when Prime Minister Nawaz Sharif is trying to engage Pakistani Taliban militants to end years of fighting. The militants want to overthrow the Pakistani state and impose a hardline version of Islamist rule.

On Monday and Tuesday, downpours in south China will hit the provinces of Yunnan, Guizhou, Guangdong, and Fujian. Meanwhile in the north, the rain will mainly be concentrated in Jilin, Heilongjiang, and Inner Mongolia. As of Sunday, more than 3.4 million people have been affected by the rains.
The heavy rain in southern China has cut off roads and communications. Massive flooding has also left people in remote villages homeless and facing food shortages. The relentless rains have taken a toll on southern regions. In Yunnan’s Huaning county, rainstorm-triggered floods destroyed a water pump station. No casualties were reported, but the water supply was cut off.
"After the accident, we immediately mobilized staff to repair the facility and launched an emergency back-up water supply system. We expect to restore the normal water supply in two days." Huaning waterworks Feng Gang said.
Similar flooding also hit Guizhou province. In the remote village of Xikou, the once idyllic landscape has turned into a scene of desolation.
"We almost lost our lives. Every minute the floodwaters climbed one flight of stairs. We couldn’t save any of our belongings." Villager Gui Qingqun said.
Having lost everything in the floods, and with no access to food or water, many villagers had to turn to their relatives and friends for help.
"The meat was given by a relative. But for water, I have no choice but to get it from ditches." Villager Wang Chaoping said.
In Shiqian county, the floods have killed seven people and reportedly caused direct economic losses of 2.8 billion yuan.

Monday’s RRR cut by the PBOC comes ahead of Tuesday’s inflation data release out of China. The rise in Chinese consumer inflation will mean policy makers have to deliver ’not too cold, not too hot’ easing measures through 2014.
Producer prices are tipped to remain well in deflation, which bolsters the argument to warm things up with additional stimulus. Complicating things though - a likely re-heating up of consumer prices in May, which are forecast to climb 2.4 percent year on year.
Nonetheless, the balance of risks points to at least some additional easing, according to Edmond de Rothschild’s David Gaud.
"We will see probably gradual announcements, maybe a revision down in the loan to deposit ratio for some banks. What’s interesting is when you look within the emerging world, actually you see a slowdown in the lending rates, in lending growth rates across large numbers of countries, except China, where things are finally stabilizing, and potentially improve into the second half." David Gaud, Senior Portfolio Manager of Edmond De Rothschild Asset Management said.
In another indicator of the domestic economy’s health, we’ll also get May auto sales data for China.
The world’s largest car market. Expect growth in the eight to 10 percent range. In the Philippines, watch for April export data this Tuesday (June 10).
A brisk trade in electronics and semiconductors has kept outbound shipment growth in the double digits for five of the last
six months. Also expected, New Zealand manufacturing sales for the quarter - which should register strong growth on demand for dairy and meat products exports to Asia’s growing consumer base.
