What causes the pollution?
All sorts, chemicals, plastic, rubbish,oil. Most of them comes from industrial and agricultural waste.It sounds like a big problem.

Of course, often it's quite difficult to find who's responsible for pollution.

Well, the government tries to control the number of fish that people can catch. In the worst areas they ban fishing completely for a few months at a time so that the fish numbers can grow again. They also try to help people to get other kinds of jobs so there are less people trying to make a living from fishing.
