It can be used if another person dose not do something you hoped or expected she would.
当另外一个人没有做你希望或者期望她能做到的事情的时候，就会用到这个短语。
Here, one charcter tells the other that she lets people down all the time.
在这里，其中一名角色对另外一名角色说，她一直让别人很失望。
By the way, when you know you are going to disappoint someone,
顺便说一句，当你知道你会让某人失望的时候，
you can try to let them down gently.
