Another election in Ukraine, this time in the pro-Russia rebel-held region in the east. Separatist leader Alexander Zacharchenko swept thepolls to become the head of Donetsk People's Republic - a breakaway republic in eastern Ukraine. Kiev called the vote in the Russian-speaking region a farce. It's the latest twist in the standoff with Moscow over the future of the former Soviet state.

In the rebel-held Donetsk region, residents hoped the election would bring an end to the conflict between the Ukrainian government and the pro-Russian separatists.

Zacharenko's election though will mean little by way of change for the region, which is increasingly dependent on Russia for support financially and politically as it faces a humanitarian crisis which will only worsen in winter. Kiev and it's Western allies will now be looking to see if Russian President Vladimir Putin will recognize the validity of the vote, despite their requests not to do so.

Israel advances plan for 500 settler homes in East Jerusalem

An Israeli government committee Monday, advanced plans for 500 settler homes in East Jerusalem, an official said, in the face of disapproval from the US at construction on occupied Palestinian land. An Israeli Interior Ministry spokeswoman did not immediately confirm Monday's committee decision, details of which were relayed to Reuters by an Israeli official on condition of anonymity. The official said Israel hoped to avoid publicity around the move. Israeli Foreign Minister, Avigdor Lieberman says there has been a misunderstanding.

Adam Eidinger who chairs the DC Cannabis campaign says the support is there -- even if you don't always see it. (SOUNDBITE) (English) ADAM EIDINGER, DC CANNABIS CAMPAIGN CHAIRMAN, SAYING: "I mean, there are probably a million Americans that are in the marijuana world, that are growing it or using it regularly, and they, they want to come out of the shadows, they want to come out of the closet. And Election Day we're going to come out of the closet." Ballot initiative 71 allows adults over the age of 21 to possess up to 2 ounces of marijuana and allows up to six marijuana plants to be grown at home. The initiative does not deal with the sale of marijuana. The city council is considering a separate bill to tax and regulate marijuana within the District of Columbia. Supporters of marijuana reform say legalization is a civil rights issue since an American Civil Liberties Union study found blacks in Washington are eight times more likely to be arrested for marijuana possession than people of other races. But some say legalized marijuana will only bring more problems. (SOUNDBITE) (English) WILL JONES, TWO IS ENOUGH, SAYING: "Especially in minority communities, in African American communities,we have a disproportionate amount of liquor stores and tobacco advertising targeted towards us and the last thing we need is to have marijuana stores on the corner as well." A recent Reuters/Ipsos poll found 47 percent of Americans support of legalization and 35 percent oppose it. Only Colorado and Washington state have legalized the sale of marijuana so far. On Tuesday ballot initiatives in Oregon and Alaska would also legalize sales...in a country where one in four Americans say they have used pot.

Cleaners in tourist spots across the country have their work cut out due to the increase in tourist numbers. But some of these tourist spots have now come up with unique ways to reduce the workload for these cleaners.
For tourists, travel is about enjoying their visit and having a good time.
But for cleaners, it is something else entirely.
The National Day Holiday travel peak means a lot more work.
Take for instance Gulangyu island in Xiamen, east China. Authorities estimate during this holiday period, around 60 thousand tourists will travel there everyday.
That number can fill a garbage bin every 20 minutes, doubling the workload for cleaners on the island.
"The bin weighs around 15 kilograms. It gets full every 20 minutes," Yang Shunyu, a cleaner said.
Though the increased workload is tiring for him, Yang tells us there are a number of tourists who are helpful and make the job easier for him. Tourist like this family.
"Throwing garbage in the bin is an easy thing to do for us, but it saves a lot of energy for cleaners. It’s for our own good," a tourist said.
But not all tourists are this considerate.
Which is why, Xi’an city in northwest China has come up with a novel plan to reduce the workload for its cleaners. Here, tourists can exchange an empty plastic bottle or any garbage, for a free bottle of water.
Naturally, tourists are a happy bunch.
"I think this reminds people not to litter and reminds us to protect the environment," a tourist said.
Last year, around a million tourists visited Lintong district in Xi’an during the National Day holiday. They left behind a huge mess at scenic spots to clean up.
So, the local authority came up with the idea of exchange garbage for water.
"Garbage thrown on the ground can be cleaned....but when people leave garbage on the mountain in the forest park, it is problematic. Cleaning up the mountain puts us under tremendous pressure," Han Zhao, Director of Civilization Office of Lintong, Xi'an said.
Hubei Province in central China has gone even further.
Tourists in Shi’en canyon can now exchange half a kilo of garbage, for a free ticket of the Dragon-boat melody show.
"I saw a poster on the ticket box that Shi’en canyon now offers a free show ticket in exchange for half a kilogram garbage. So I brought my child to help. I want her to learn about protecting the environment," a tourist said.
Local authorities say that for environment protection to succeed, society needs to get involved as a whole. They also say that they want to promote the idea of civilized travel for all people in the country.
