A country's history, culture, social situation and econimic development should be taken into condideration when reviewing and evaluating its human rights situation. Human rights problems should be addressed mainly by the government and people of the country concerned, while solving human rights problems needs the joint efforts of governments and peoples of all counties. Each country should promote the development of human rights by addressing the problems in its own coutry in line with its own situation.
