在上面的报道中，new-energy model city就是“新能源示范城”。新能源城市将大力推广wind energy（风能）、solar energy（太阳能）、geothermal energy resources（地热能源）等新能源的利用，鼓励green car（新能源汽车）、smart grid（智能电网）等产品的使用。

Model city就是“示范城”，model在这里的意思是“模范的，榜样的”，类似用法有model village（模范村），model workers（劳模），model wife（模范妻子）。“示范”也可以用其他表达方式，例如agriculture demonstration base（农业示范基地）。
