尊敬的东盟各成员国领导人，

Excellencies, Ladies and Gentlemen!

各位来宾，女士们，先生们，

Today, it is my great honor and pleasure to join the opening ceremony of the 10th ASEAN-China Expo and the10th ASEAN-China Business and Investment Summit, an important event being held in this beautiful city of Nanning, as well as to join the celebration of the 10th Anniversary of ASEAN-China Strategic Partnership. On behalf of the Royal Government and people of Cambodia, I would like to deeply thank the Government of the People’s Republic of China and the organizing committee of this event for the invitation and the warm hospitality extended to me and my delegation.

今天，我倍感荣幸，并怀着无限喜悦的心情前来参加“第十届中国—东盟博览会、第十届中国—东盟商务与投资峰会”开幕大会。我谨代表柬埔寨王国政府和全体国民向中国政府及会议主办方给予我个人以及柬埔寨代表团的盛情邀请和热情接待表示衷心的感谢。

Over the past years our region has gone through rapid transformation politically, economically and socially. Thanks to China’s economy, our Asian region has become not only a center of growth, but also a regional driver for the global economic recovery. ASEAN-China relations have rapidly progressed in all areas and have been a key driving force for the stability in the region. In fact, ASEAN-China Expo and ASEAN-China Business and Investment Summit created 10 years ago have become a solid and successful platform for economic and trade exchanges and have further promoted the ASEAN-China FTA. In addition, this forum also provides opportunities for cooperation and development for both sides, ASEAN and China, in the context of new global architecture.

近年来，我们实现了区域内的积极快速的发展与变革，涉及政治、经济和社会领域。由于中国经济地位的不断提升，我们亚洲地区不仅成为了世界经济增长的中心，而且成为了引领世界经济复苏的重要区域。东盟与中国的战略关系，已经在各个领域取得了飞速发展，而且成为了维护地区稳定的动力，发挥着重要作用。有着10年历史的中国—东盟博览会、中国—东盟商务与投资峰会，已经成为了一个稳固的、成功的平台，推动了东盟和中国之间的经济贸易交流以及自由贸易区的发展。不仅如此，在全球发展新格局的大背景下，这个平台还为东盟和中国提供了合作与发展的机遇。

Hence, undoubtedly as our way forward, the deepening of ASEAN-China cooperation is indispensible. In this regard, I would like to highly appreciate the progress of the implementation of the New Plan of Action of the Joint Declaration on ASEAN-China Strategic Partnership for Peace and Prosperity (2011-2015), which is a synergy for ASEAN in its effort to realize the ASEAN Economic Community in 2015. In addition, with the emerging regional architecture, we shall ensure that the ASEAN-China Free Trade Agreement (ACFTA) remains relevant, vibrant and commercially meaningful to businesses in the region. Therefore, we shall exert the utmost efforts to effectively implement this agreement and to upgrade it to be on par with more modern free trade agreements.

无可置疑的是，在我们前行的道路上，进一步深化东盟和中国的合作关系，是我们不可或缺的一项重要因素。从这个意义上来讲，我高度赞赏在落实“东盟—中国面向和平与繁荣的战略伙伴关系联合宣言的行动计划（2011-2015）”工作中所取得的进展，该行动计划的实施对于我们2015年实现东盟经济共同体的目标是一项重要的补充。在此基础上，面对地区发展的新格局，我们应该确保东盟—中国自由贸易协定的效力、活力，以及商业涵义，推动区域贸易的发展。因此，我们应该努力确保此项协定的高效执行，以便推动并使其成为更具时代意义和深层次含义的自由贸易协定。

In general, if we look at the rapid economic development of China in the last two decades we can see that it has benefitted ASEAN significantly. China has become ASEAN’s third largest trading partner. According to China’s statistics, ASEAN-China bilateral trade reached USD 400 billion at the end of 2012. If this trend persists, ASEAN-China bilateral trade will certainly reach USD 500 billion by 2015 in line with the goal set by ASEAN-China Leaders.

总的来说，如果我们再度回顾中国经济在过去20年间所取得的飞速发展，我们能够发现，中国的发展为东盟带来了巨大的利益。中国是东盟最大的贸易伙伴，东盟是中国第三大贸易伙伴。根据中方公布的数据显示，在刚刚过去的2012年间，中国—东盟双边贸易额达4000亿美元。如果能够保持这一发展趋势，2015年东盟和中国的双边贸易额一定能够实现双方领导人所确立的5000亿美元的目标。

Specifically, since the establishment of ASEAN-China Expo in 2004, Cambodia-China economic cooperation and bilateral trade have been advanced considerably. Cambodia has witnessed substantial rise in investments by China’s private sector, particularly in infrastructure, energy, Information and Communication Technology (ICT), and transportation, agriculture and tourism. In fact, through the past 9 ASEAN-China Expos we signed 24 MOUs and contracts with the total amount of USD 1.52 billion. According to China’s statistics, our bilateral trade in 2012 has also been increased remarkably, amounted to USD 2.9 billion. This gives an optimistic belief that the common goal of achieving USD 5 billion in Cambodia-China bilateral trading value by 2017 could feasibly be accomplished.

自2004年首届中国—东盟博览会筹办以来，双边经济贸易合作与日俱增。大量的中国民营企业前往柬埔寨投资，投资领域涉及社会基础设施、能源、信息技术、电子通信、农业和旅游。我们的双边贸易额取得了令人瞩目的增长。根据中方的统计数字显示，2012年柬中两国双边贸易额达29亿美元。这一数字使我们能够乐观地看到，“2017年柬中双边贸易额50亿美元”的总体目标是一定能够实现的。

I firmly believe that we would certainly identify new opportunities in all aspects, at both bilateral and regional levels, for inspiring all investors and business people presented here. Finally, I would like to wish this 10th Anniversary of the ASEAN-China-Expo and 10th ASEAN-China Business and Investment Summit withthe theme of: “Regional Cooperation and Development: New Opportunities, New Impetus and New Stages” great success.

我坚信我们一定能够寻找到新的机遇，包括各种形式的，双边的、区域的，以鼓励在座的所有投资者和商业人士。最后，预祝第十届中国—东盟博览会、中国—东盟商务与投资峰会，在“区域合作发展——新机遇、新动力、新阶段”的主题下取得辉煌的成功。
