Twenty-three suspects(嫌犯-四级), including students and teachers, are being held inthe national college entrance exam "ghostwriter"（枪手） scandal in Henan province, the province's admission office （招生办公室-四级）said on Thursday.
　　The scandal（丑闻-四级）will not affect other exam-assessment procedures （判卷程序）, the office added.
　　Investigators say several teachers organized college students to take gaokao exams using the names of real applicants during the exam in Henan's Qixian and Tongxu counties. The teachers bribed exam monitors（监考者） and other officials to get the imposters （冒名顶替者，另一种说法substitute，替换者，候补） through the stringent（严格） checks.
　　Soon after China Central Television exposed （曝光-四级）the scandal, education and public security bureaus （公安局） in the province started investigating, including thorough comparisons of photos, videos and fingerprints of all the province's participating students.
　　Of the 23 suspects being held as of Wednesday night, four are students suspected of using surrogate（替代） test takers.
　　As the investigation continues, more suspects will be identified, said LuoLie, publicity official from the public security bureau in Kaifeng, where thetwo counties are located.
　　Before the CCTV report, Henan province had found a total of 127 studentsusing ghostwriters.
　　Though authorities have used technology to fend off ghostwriters, similar incidents have occurred in many provinces in recent years.
　　"The root cause of such repeated scandals in gaokao lies in the current education management system," said Chu Zhaohui, a senior researcher at National Institute of Education.
　　Schools and teachers are under instructions of education departments. If people can bribe（行贿） officials at the top of the system, then they can go through the whole process easily.

　　It is obvious that the investigation needs to find out all the details of how such organized cheating （集体作弊） can occur and whether the same kind of cheating takes place in other places. It should also find out whether local education authorities know about the cheating but choose to turn a blind eye to it （熟视无睹）in the hope that it will help send more local candidates to prestigious universities（重点大学）.
　　What is even more worrying is the fact that many, including those substitutes （替考者）who were fresh students in universities, have no compunction （自责）about taking advantage of the loopholes （漏洞）in the system and will even crack open loopholes with money for the sake of making money, as well as the fact that parents must be involved in hiring people to sit the exams （考试）for their sons or daughters.
