Spanish fishermen protest Gibraltar's artificial reef

With flags hoisted high, Spanish fishermen are demonstrating against a recently created artificial reef near Gibraltar. In July, the British government dropped 70 concrete blocks into the bay of Gibraltar to form the reef. Now the fishermen say the dispute could cost them up to 1.5 million Euros in income. Passers-by stopped along the water's edge to watch as around 30 boats circled around the location of the reef in protest for nearly an hour. The Spanish government has already announced plans to sue Gibraltar for what it calls an environmental disaster. That's in addition to a new border policy that has occasionally caused hours-long waits for those visiting Gibraltar. Britain is now demanding the European Commission to send monitors to determine whether the policy is breaking the law.

Research shows that the Volkswagen Touareg 3.6 costs an equivalent of more than 295,000 yuan in the U.S., whereas its price tripled to 780,000 yuan in China.

And the Porsche Cayanne priced at 300,000 yuan in U.S., is selling at over 880,000 yuan in China.

Despite the staggering high prices, foreign brands are extremely popular in China.

“Foreign car makers are cashing in on the Chinese love affair with the automobile. Audi, for example, sold nearly 403,000(402,888) vehicles in China last year. More than 80,000 (80,188) were imported. And this year, the company forecasts an 11% increase in sales. Foreign carmakers and their local partners control around three-quarters of the overall Chinese market.”

The formula for the import price equals the original price set by the car maker plus 25 per cent tariffs.

On top of that there is a value-added tax of 17% and a consumption tax of up to 40% depending on the engine size.

At the end of 2011, China’s Ministry of Commerce issued a notice to lower the tarriffs on imported cars for several brands,however it still does little in reducing the price of imported cars.

“The foreign carmakers authorised the local dealer to sell their cars before the imported vehicles have been distributed into different regions in the country’s 4S stores. The distributor therefore has the absolute power to set the selling prices."said Xu Binjin, Honorable Chairman of China Automobile Dealers Association.

Experts say there’s limited sales channels in China, and 4S stores have monopoly power over imported parts, and also prohibit dealers cross-regional sales.

Japan's economy has failed to grow as much as expected in the second quarter. This is fuelling speculation that the government may have to delay new consumption tax hikes. But overall, the government of Shinzo Abe has performed well since taking power.

The policy of "Abenomics" has promoted growth in the past 3 quarters. And sustaining that economic growth is the key to unlocking Abe’s proposed constitutional changes, as CCTV correspondent Tony Cheng reports in the last of in his series on Japan’s move to the Right.

It was a stunning turnaround at the polls. Having been unceremoniously kicked out by voters 4 years ago, the LDP and its leader Shinzo Abe took the upper and lower houses of the Japanese Diet.

The LDP had campaigned hard on a platform of constitutional change. They promised to restore National Pride and Japan's military.

And since taking power, they have refused to back down against China and Korea in territorial disputes. But is that what the voters actually wanted? Some analysts feel the constitutional reforms are an afterthought that most people voted for strong economic leadership.

Thus far, it has worked. Mr. Abe took has reformed the bank of Japan, bought down the value of the Yen, and pushed the economy back into growth for the first time in a decade. And the Policy of Abenomics, as it has become known, is tacking on Japan’s famous bureaucracy.

Even Mr. Abe’s political opponents are on board. The Restoration Party, also in agreement on the constitutional reform, is keen to introduce changes.

Takashi Tanuma, Restoration Party, said, “We have to trust more in the power of the private sector, so that they can operate more freely, and we strongly believe we have to remove the bureaucratic regulations.”

But while the domestic economy is doing well, trade with neighbors is not. The recent territorial disputes are estimated to have cost Japan billions of dollars in lost trade

But Mr. Abe is unlikely to be swayed…his legacy will be constitutional change, and economic success is the way to sell it to voters.

And Abenomics can only do so much, so far it has provided stimulus but questions remain over its ability to sustain growth.

Shinzo Abe faces big challenges in the next few years with a new consumption tax and massive cuts needed to public spending.
