与正式宣布“退休”却还有近2亿用户追随的Windows XP(微软视窗)操作系统命运不同的是，一直销量不佳的Windows 8操作系统遭到了中央国家机关的“封杀”。近日，中央政府采购网下发的一份通知规定，要求所有计算机类产品不允许安装Windows 8操作系统。

A notice posted on the government procurement center website pertaining to the purchase of energy-saving products said "all kinds of computers, including desktop, laptop and tablet personal computers bought for government use are forbidden from being installed with Windows 8 operating system". The statement gave no explanation, and it was not clear how the Windows 8 ban was related to energy savings.

微软中国昨日晚间通过书面回应称，对于该通知中所涉及的Windows 8的相关内容感到非常意外（extremely unexpected）。微软一直以来始终与中央国家机关政府采购中心（central government procurement）以及其他政府机构紧密合作，积极（proactively）配合政府采购中的产品评估工作（evaluation process），并确保公司提供的产品和服务（products and services）都能达到政府采购的所有要求（meet all government procurement requirements）。一方面，微软会持续为政府用户提供Windows 7；同时，微软也正与相关政府机构积极配合，进行Windows 8的产品评估工作。
为何Windows 8系统遭到中央国家机关的“封杀”引发众多猜测（speculation），有计算机爱好者认为是因为Windows 8系统被认为不适合当前的政府办公环境（office environment），采购成本也偏高。也有媒体报道称，可能与计算机专家（computer specialist）倪光南院士的建议有关。资料显示，中国工程院院士倪光南曾在多个场合表示，微软Windows 8操作系统采用了不安全的技术架构（technical architecture），政府部门以及重要行业（important industry）不宜采购该类操作系统。工业和信息化部总工程师张峰曾表示，工信部将继续加大力度，支持我国linux操作系统的研发（Chinese homegrown operating systems）和应用。
