中国和巴基斯坦第三次外长战略对话联合新闻稿

On 24 July 2021, State Councilor and Foreign Minister Wang Yi of the People's Republic of China and Foreign Minister Shah Mahmood Qureshi of the Islamic Republic of Pakistan held the 3rd round of China-Pakistan Foreign Ministers' Strategic Dialogue in Chengdu, Sichuan Province. The two sides had an in-depth exchange of views on strategic, economic and security cooperation between China and Pakistan, the COVID-19 battle, the peace and reconciliation process of Afghanistan, and international and regional issues of mutual concern, and reached consensus to collectively take measures to safeguard the common interests of the two countries and promote peace, development, and prosperity in the region.

2021年7月24日，中华人民共和国国务委员兼外交部长王毅同巴基斯坦伊斯兰共和国外交部长沙阿·马哈茂德·库雷希在四川省成都市举行第三次中巴外长战略对话。双方就中巴战略、经济和安全合作、抗击新冠肺炎疫情、阿富汗和平和解进程以及共同关心的国际地区问题深入交换意见，同意共同采取措施，维护两国共同利益，促进地区和平、发展与繁荣。

Both sides said that the China-Pakistan friendship has withstood the test of time and grown even stronger. The two sides have held over 100 events in warm celebration of the landmark 70th anniversary of the establishment of diplomatic ties in the year, demonstrating the deep friendship and solid brotherly affection between the two countries. To further strengthen the China-Pakistan all-weather strategic partnership of cooperation and work together to build a closer China-Pakistan community with a shared future in the new era, both sides will firmly implement the consensus reached by the two heads of state, enhance strategic mutual trust, step up all-round cooperation, maintain the momentum of high-level exchanges, deeply advance the cooperation under the Belt and Road Initiative, and constantly push the relations between the two countries to a new level, so as to bring greater benefits to the two countries and peoples.

双方表示，中巴友谊历久弥坚，今年迎来建交70周年重要里程碑，双方举行百余场热烈庆祝活动，彰显两国深厚的友谊和牢固的手足之情。为进一步加强中巴全天候战略合作伙伴关系，携手构建新时代更加紧密的中巴命运共同体，双方将坚定落实两国领导人共识，增进战略互信，加强全方位合作，保持高层交往势头，深入推进共建“一带一路”，推动两国关系不断迈上新台阶，为两国和两国人民带来更大福祉。

Pakistan congratulated on the 100th anniversary of the Communist Party of China (CPC), admired the huge contribution made by the CPC to the brilliant rise of Chinese people and China in the world arena, and hailed the enormous achievement of the CPC to lift 800 million Chinese people out of poverty. Pakistan wishes the Chinese government and people greater success in the process of realizing socialist modernization by 2035 and building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by 2049 under the strong and visionary leadership of the CPC with Comrade Xi Jinping at the core.

巴方祝贺中国共产党成立100周年，钦佩中国共产党为中国人民和中国在世界舞台上辉煌崛起作出的巨大贡献，赞赏中国共产党使8亿中国人民摆脱贫困的巨大成就。巴方祝愿中国政府和人民在以习近平同志为核心的中国共产党坚强和富有远见的领导下，在2035年实现社会主义现代化、2049年建成富强民主文明和谐美丽的社会主义现代化强国的进程中取得更大成功。

Both sides expressed satisfaction over close cooperation on successful containment of the virus, anti-pandemic supplies, virus research and development, and rapid economic recovery in the wake of COVID-19. Pakistan thanked China for its firm support for the promotion of vaccination in Pakistan and appreciated China's building of local vaccine filling and packaging lines at Pakistan's National Institute of Health. China said that it will continue to assist Pakistan in strengthening the national health system and tackling the disruptions of COVID-19 to economic and social development.

双方对在成功控制疫情、抗疫物资、疫苗研发、疫后经济快速复苏等方面的密切合作表示满意。巴方感谢中方对巴基斯坦推进疫苗接种的坚定支持，感谢中方在巴基斯坦国立卫生研究院建立疫苗本地灌装生产线。中方表示，将继续协助巴方加强国家卫生体系建设，应对疫情对经济社会发展的冲击。

Both sides agreed that the origin-tracing of the coronavirus is a scientific task, and should not be politicized. The China-WHO Joint Study of the Origins of the Novel Coronavirus published in March of this year has drawn an authoritative and scientific conclusion on issues relating to the origin-tracing, which should be recognized, respected and maintained and be taken as the foundation for the global origin tracing in the next phase. We hope the WHO to join the international community in maintaining the scientific nature and preciseness of the study on origin tracing, resisting the practice of politicizing the origin-tracing issue, and retaining the good atmosphere of global cooperation in fighting the pandemic.

双方认为，新冠病毒溯源是一项科学任务，不应被政治化。今年3月公布的中国—世卫组织溯源联合研究报告就溯源相关问题作出了权威和科学结论，应当得到认可、尊重和维护，并作为下阶段全球溯源工作的基础。我们希望世卫组织同国际社会一道，共同维护溯源研究的科学性和严谨性，共同抵制将溯源问题政治化的行为，共同维护全球抗疫合作良好氛围。

Pakistan extended condolences to victims of heavy rainfalls and floods in Henan Province, and hopes the province will go back to normal order as soon as possible and the affected locals return to their homes at an early date under the efforts of the Chinese government.

巴方向河南特大暴雨洪水灾害遇难者表示哀悼，希望在中国政府的努力下，尽快恢复正常秩序，受灾民众早日重返家园。

Both sides expressed strong condemnation to the Dasu terrorist attack which caused deaths and injuries of the two peoples, offered deep condolences and sympathies to the bereaved families, and underscored that Chinese citizens will not die for nothing and the China-Pakistan partnership will become firmer after the test. Pakistan pledged to provide the injured Chinese with treatment, care and comfort. Both sides resolved to find out the murderers and the truth through the ongoing joint investigation, severely punish the perpetrators, and adopt a holistic approach to ensure the safety of Chinese projects, personnel and institutions and prevent such incident from happening again.

双方对导致两国人员伤亡的达苏恐怖袭击事件表示强烈谴责，向遇难者家属表示深切哀悼和慰问，强调中国公民不会白白牺牲，中巴伙伴关系历经此次考验将更加牢固。巴方承诺为中方受伤人员提供救治、照料及安抚。双方决心通过正在进行的联合调查查明凶手及事实真相，严惩凶手，全面确保中方项目、人员和机构安全，防止此类事件再次发生。

Both sides agreed on continuing the firm support on issues concerning each other's core national interests. The Chinese side reiterated that China firmly supports Pakistan in safeguarding its sovereignty, independence and territorial integrity, independently choosing a development path based on its national conditions, striving for a better external security environment and playing a more constructive role in international and regional affairs. The Pakistani side reaffirmed its adherence to the one-China policy and firm support to China on affairs concerning China's core interests, such as those related to Taiwan, Xinjiang, Tibet, Hong Kong, and the South China Sea.

双方一致同意继续在涉及彼此核心利益问题上坚定相互支持。中方重申坚定支持巴方维护自身主权、独立和领土完整，坚定支持巴方根据本国国情自主选择发展道路，坚定支持巴方争取良好的外部安全环境，坚定支持巴方在国际和地区事务中发挥更大的建设性作用。巴方重申坚持一个中国政策，在台湾、新疆、西藏、香港和南海等中国核心利益问题上坚定支持中方。

Both sides underscored that China-Pakistan Economic Corridor (CPEC) has entered the new phase of high-quality development, and has made an important contribution to the economic and social development of Pakistan. The two sides will continue to firmly advance the development of CPEC, ensure in-time completion of those projects under construction, focus on economic and social development, job creation and improvement of people's livelihood, and further strengthen cooperation in Specialized Economic Zones, infrastructure, science and technology, medical treatment and public health, agriculture, and human resources training, with the aim to continuously unleash the great potential of CPEC to make it a hub of regional connectivity. Both sides agreed on comprehensively building the health, industrial, trade, digital, and green corridors. Both sides satisfactorily reviewed the remarkable achievements scored by the corridor projects. Both sides look forward to convening the 10th meeting of the Joint Cooperation Committee for jointly planning how to practicably facilitate the high-quality operation of these corridors and promoting the high-quality Belt and Road cooperation.

双方强调，中巴经济走廊（CPEC）进入高质量发展新阶段，为巴经济社会发展做出重要贡献。双方将继续坚定推进走廊建设，确保在建项目及时完工，聚焦经济社会发展、创造就业和改善民生，进一步加强产业园区、基础设施、科学技术、医疗卫生、农业、人力资源培训等领域合作，不断释放中巴经济走廊的巨大潜力，将走廊打造成地区互联互通枢纽。双方一致同意综合构建健康走廊、产业走廊、贸易走廊、数字走廊、绿色走廊。双方满意地回顾了走廊建设项目取得的显著成效。双方期待召开第十次联委会会议，共同谋划务实推动走廊高质量运行，推动共建“一带一路”高质量发展。

Both sides expressed satisfaction over cooperation on international and regional issues at multilateral fora such as the United Nations (UN), Shanghai Cooperation Organization and ASEAN Regional Forum, and agreed to deepen coordination and cooperation to safeguard mutual interests and uphold principles of fairness and justice. Both sides reaffirmed the commitment to the purposes and principles of the UN Charter, and support for multilateralism, free trade and mutually beneficial cooperation.

双方对两国在联合国、上海合作组织、东盟地区论坛等多边机制中就国际地区问题开展的合作感到满意，同意加强协调配合，维护共同利益和公平正义。双方重申坚持《联合国宪章》宗旨和原则，支持多边主义、自由贸易和互利合作。

Both sides underlined that a peaceful, stable, cooperative and prosperous South Asia is in the common interests of all countries. All countries need to settle disputes and issues in the region through dialogue on the basis of equality and mutual respect. The Pakistani side briefed the Chinese side on the deterioration of the situation in Jammu and Kashmir, including its concerns, position and current urgent issues. The Chinese side reiterated that the Kashmir issue is a dispute left over from history between Pakistan and India, which is an objective fact, and that the dispute should be resolved peacefully and properly in accordance with the UN Charter, relevant Security Council resolutions and bilateral agreements. China opposes any unilateral actions that complicate the situation.

双方强调，南亚维持和平、稳定、合作、繁荣符合各国共同利益。应在相互尊重和平等的基础上，通过对话解决本地区争议和问题。巴方向中方通报查谟和克什米尔地区局势恶化情况，包括巴方关切、立场和当前面临的紧迫问题。中方重申，克什米尔问题是巴印历史遗留争议，这是客观事实，应根据《联合国宪章》、安理会有关决议以及双边协定，通过和平方式妥善解决。中方反对任何导致局势复杂化的单边行动。

Both sides stressed that the peace and stability of Afghanistan are of vital importance to the region's economic and social development, connectivity and prosperity, and called on all parties concerned in Afghanistan to fully observe the ceasefire, and make common endeavors effectively to realize an inclusive, broad-based and comprehensive political settlement through talks. Both sides reaffirmed the commitment to an Afghan-led and Afghan-owned peace and reconciliation process, so that Afghanistan could realize peace, stability, solidarity and prosperity at an early date, firmly combat terrorism, and exist in harmony with neighboring countries. Both sides reaffirmed their support for peace and reconstruction of Afghanistan, their willingness to expand economic and trade exchanges with Afghanistan, and their support for Afghanistan's enhancement of independent development capability.

双方强调，阿富汗和平稳定对本地区经济社会发展、互联互通与繁荣至关重要，呼吁阿各利益攸关方全面停火，切实共同努力，通过谈判实现包容、广泛、全面的政治解决。双方重申将致力于推进“阿人主导、阿人所有”的和平和解进程，使阿早日实现和平、稳定、团结、繁荣，坚定打击恐怖主义，与邻国和谐相处。双方重申支持阿富汗和平重建，愿同阿扩大往来经贸，支持阿增强自主发展能力。

Both China and Pakistan reaffirmed that both sides will further strengthen the time-tested all-weather strategic partnership of cooperation between the two countries with fresh vigor and vitality.
