Message from Ms. Audrey Azoulay, Director-General of UNESCO, on the Occasion of World Tsunami Awareness Day

The exponential urbanization of coastal areas and development of tourism in regions exposed to tsunamis and other coastal hazards are putting millions of people at risk around the world. In addition to the tragic loss of life, the economic impact of tsunamis is devastating: approximately $10 billion for the five countries most affected by the 2004 Indian Ocean tsunami (Indonesia, Thailand, India, Sri Lanka and Maldives) and more than $360 billion for Japan following the 2011 tsunami.
沿海地区加速城市化、海啸等沿海灾害频发地区旅游业的快速发展，使全世界数百万人面临风险。海啸既会带来惨痛的生命损失，也会造成灾难性的 经济影响：2004年受印度洋海啸影响最严重的五个国家（印度尼西亚、泰国、印度、斯里兰卡和马尔代夫）损失约100亿美元，而2011年海啸给日本造成的损失超过了3600亿美元。
In accordance with the Sendai Framework for Disaster Risk Reduction, we commit to reducing, by 2030, the direct losses from disasters as a proportion of gross domestic product (GDP), which is the central theme of this third World Tsunami Awareness Day.
根据《仙台减少灾害风险框架》，我们承诺在2030年以前降低灾害直接损失占国内生产总值的比例，这也是今年世界海啸意识日的核心主题。
It is the most vulnerable coastal communities – whose incomes depend on tourism, fishing and aquaculture – who are the most severely affected by such disasters. It is our absolute responsibility to promote and integrate disaster risk management approaches in these areas, and raise the populations' awareness of these risks, in order to build resilience.
在每次灾害中，受影响最为严重的是收入主要依赖旅游业、渔业和水产养殖业的最脆弱的沿海地区。在这些行业推动并纳入灾害风险管理办法，增强人们对此类风险的意识，并提高其抵御灾害的能力，是我们义不容辞的责任。
The UNESCO Intergovernmental Oceanographic Commission (IOC) has extensive experience in organizing training and awareness-raising activities in the four ocean basins, through education, organizing regular tsunami emergency and evacuation drills at the regional and local levels. This is in addition to the considerable scientific and technical efforts made for the maintenance and coordination of regional tsunami warning systems.
借助教育并通过地区层面的定期海啸预警演习以及地方层面的疏散演习，教科文组织政府间海洋学委员会长期在四大洋盆组织培训和提高意识的活动。这是继为维护和协调地区海啸预警系统而开展的大量科技工作后，开展的另一项工作。
Despite significant progress, we continue to face major challenges, as demonstrated by the tsunami that hit the island of Sulawesi in Indonesia on 28 September 2018. In collaboration with the Indonesian authorities, IOC will coordinate field research by international assessment teams to learn more about the nature and impact of the phenomenon and propose recommendations for strengthening the early warning systems.

I call upon all Member States, international organizations and civil society to uphold the message of this World Tsunami Awareness Day, and to join forces today to find, together, solutions that will save lives tomorrow.
我谨呼吁教科文组织所有会员国、国际组织和民间社会传播今年世界海啸意识日的讯息，携起手来，为找到能够在未来挽救生命的解决方案而共同努力。
