Q: Japanese Prime Minister Shinzo Abe said after visiting the Yasukuni Shrine that he wants to explain his visit to Chinese and ROK leaders in person and establish friendly relations with the two countries. How does China respond?

答:安倍上台以来,在对华关系上玩弄两面派手法,接连采取损害中日关系大局、伤害中国人民感情的错误行动,此次又变本加厉,不顾中方坚决反对和严正交涉,执意参拜供奉有二战甲级战犯的靖国神社,公然背弃中日四个政治文件的原则和精神,严重破坏中日关系的政治基础,其所谓重视发展对华关系,希望与中国领导人对话的虚伪性暴露无遗。事实上,安倍自己关闭了同中国领导人对话的大门,中国人民不欢迎他。安倍现在要做的是向中国政府和人民承认错误,改弦更张。

A: Abe has been playing a double game in China-Japan relations ever since he took office. The erroneous actions he takes jeopardize the overall interests of China-Japan relations and hurt the feeling of the Chinese people. This time he went even further. In disregard of China's firm opposition and solemn representations, he insisted on paying a visit to the Yasukuni Shrine where Class-A war criminals are housed, openly violated the principle and spirit of the four political documents between the two sides and severely damaged the political foundation of China-Japan relations. Abe's hypocrisy in his claims of attaching importance to growing ties with China and his hopes for dialogue with Chinese leaders has been fully revealed. In fact it is Abe himself who shuts the door on dialogue with Chinese leaders. The Chinese people do not welcome him. Now, Abe needs to admit his mistakes to the Chinese government and people and change course.


问:中方表示中国人民不欢迎安倍,是否意味着中方将全面终止与日本领导人的高层接触,以及今后不在任何双多边场合与其会面?

Q: China said that the Chinese people do not welcome Abe. Does it mean that the Chinese side will bring high level contacts with Japanese leaders to a full stop and not meet with them on any bilateral or multilateral occasions?

答:我现在跟大家讲一讲中国人民为什么不欢迎安倍。安倍自上台以来,在中日关系上打错算盘,一错再错,特别是参拜供奉有二战甲级战犯的靖国神社。这些甲级战犯到底是些什么人?他们是日本军国主义对外侵略战争的策划者、发动者和实施者,他们是远东国际军事法庭判决的历史罪人,他们手上沾满了受害国人民的鲜血,他们是法西斯,是亚洲的“纳粹”。

A: Let me tell you why the Chinese people do not welcome Abe. Since Abe assumes office, he has miscalculated on China-Japan relations and made mistakes one after another, especially visiting the Yasukuni Shrine which houses Class-A war criminals. Who are these Class-A war criminals? They are the ones engaged in plotting, waging and implementing Japanese militarism's war of aggression. They are criminals of history subject to trials of the International Military Tribunal for the Far East. They have the blood of people from victimized countries on their hands. They are fascists and "Nazis" of Asia.

安倍参拜甲级战犯,实质上就是要颠覆东京审判,美化日本军国主义对外侵略和殖民统治的历史,否定世界反法西斯战争成果及二战后的国际秩序,是对人类良知的肆意践踏和对公理正义的狂妄挑衅。对这样的日本领导人,中国人民当然不欢迎他,中国领导人也不会同他会面。

Abe's visit to the Yasukuni Shrine, in nature, is to overturn the Tokyo trials, whitewash the history of aggression and colonial rule by militarist Japan and deny the outcome of the world anti-fascist war and the post war international order. It is a willful trample on human conscience and an unscrupulous challenge to justice. Of course the Chinese people do not welcome such a Japanese leader, nor will Chinese leaders meet with him.


问:30日,新疆发生了一起暴力袭击事件,请介绍有关情况。幕后策划是谁?“东突”组织是否与此事有关?

Q: A violent attack took place in Xinjiang today. Please give us more details. Who is behind the attack? Does the "East Turkistan" have anything to do with that?

答:在新疆发生的这起暴力恐怖袭击,再次证明了“三股势力”反社会、反人类的实质,以及他们对国家、社会和人民生命财产造成的严重危害,中国政府依法予以严厉打击。中方的有关部门正在对此案件进行处理,相信详细情况会向社会公布。

A: The violent terrorist attack in Xinjiang once again shows the anti-society and anti-human nature of the "three evil forces" and the serious harm they cause to the country, the society and people's lives and property. The Chinese government cracks down on these forces in accordance with law. Relevant Chinese authorities are dealing with this case, and details will be released to the public.

我要强调,恐怖主义是国际公害,中国愿与各国一道加强合作,给予通力打击。

I want to underscore that terrorism is the common enemy of the international community. China stands ready to strengthen counter-terrorism cooperation with all other countries.

问:中方是否将全面停止中日交往与合作,包括民间交往?

Q: Will China stop all exchanges and cooperation with Japan including people-to-people exchanges?

答:安倍执意参拜靖国神社,蓄意破坏中日关系政治基础,给中日两国交往与合作制造了严重困难。其所作所为违背了两国人民的意愿,终将损害日本自身的利益。中日关系出现今天这样严峻局面,安倍难辞其咎。中日关系很重要。我们注意到,连日来,日本国内有越来越多的有识之士和新闻媒体、普通民众对安倍的错误言行提出了批评和质疑。我们相信这些人是真正重视中日关系、爱护中日友好的。我们也相信日本国内有良知、爱和平、重友好者大有人在。我们愿同他们一道,本着“以史为鉴、面向未来”的精神,在中日四个政治文件基础上共同维护历史正义和两国关系大局。

A: Abe insisted on visiting the Yasukuni Shrine and deliberately jeopardized the political foundation of China-Japan relations which has severely obstructed the exchanges and cooperation between China and Japan. What he did goes against the will of the two peoples, and will ultimately harm Japan's own interests. For the grave situation of today's China-Japan relations, Abe can hardly absolve himself from the blame. We noted that over the past days, more and more media, insightful people and man on the street in Japan were criticizing and questioning the erroneous words and deeds by Abe. We believe that these people do care about China-Japan relations and cherish China-Japan friendship. We also believe that a large number of people in Japan are people of conscience who love peace and value friendship with China. We are ready to work with them in the spirit of regarding history as a mirror and facing up to the future and uphold historical justice and the overall interests of China-Japan relations based on the four political documents between the two sides.

问:中方此前已证实将派军舰参与叙利亚化武海运的护航活动。据了解,叙化武海运多边协调会日前达成联合护航方案。请证实并介绍有关情况。中方为方案达成发挥了哪些作用?中方参与护航主要出于什么考虑?

Q: China has confirmed that it would send naval vessels to escort the shipping of chemical weapons in Syria. It is learned that days ago a plan for joint escort was reached at the multilateral coordination meeting on the shipping of Syrian chemical weapons. Please confirm it and brief us on that. What is China's role in making this plan? What is the main reason for China to take part in the escort?

答:12月27日,应俄罗斯邀请,中国、美国、叙利亚、丹麦、挪威及禁化武组织—联合国叙利亚特派团代表在莫斯科召开多边协调会,讨论并达成了叙利亚化武海运护航方案。

A: On December 27, at the invitation of Russia, representatives from China, the US, Syria, Denmark, Norway and the OPCW-UN Joint Mission held a multilateral coordination meeting in Moscow. They discussed and reached agreement on a plan for escorting the shipping of Syrian chemical weapons.

各方将就达成护航方案事,尽快通报联合国和禁化武组织。下一步,中国、俄罗斯、丹麦、挪威的军舰将密切配合,共同保障叙化武海上运输安全、顺利。

Relevant parties will report to the UN and the OPCW about the plan as soon as possible. As a next step, naval vessels from China, Russia, Denmark and Norway will coordinate with each other closely to jointly ensure a secure and smooth shipping of Syrian chemical weapons.

中方高度重视此次多边协调会议,中国外交部和国防部派员共同与会,参与了讨论和确定联合护航军事技术问题,并同与会各方密切沟通协调,妥善化解分歧,凝聚共识,为达成护航方案发挥了建设性作用。

China attaches great importance to the multilateral coordination meeting, in which officials from the Chinese Foreign Ministry and Defense Ministry took part. They discussed and pinpointed military and technical issues of the escort. They maintained close coordination and communication with other parties to properly dissolve differences and pool consensus, and played a constructive role in making the plan.

在叙化武问题上,中方始终秉持客观、公正立场。确保叙化武顺利、安全运至境外销毁,有利于增进地区安全,符合各方利益。中方派军舰参与护航,是落实安理会第2118号决议和禁化武组织关于销毁叙化武各项决定,以实际行动积极响应联合国和禁化武组织号召,为国际和地区和平做出应有贡献。

China has long been upholding an objective and just position on the issue of Syrian chemical weapons. It contributes to regional security and serves the interests of all parties to transport chemical weapons out of Syria for destruction in a smooth and secure way. By sending naval vessels, China is implementing Resolution 2118 of the Security Council and relevant decisions of the OPCW on the destruction of Syrian chemical weapons. China answers the call of the UN and the OPCW with concrete actions and makes due contribution to regional and international peace.


问:联合国和禁化武组织日前表示,“很可能”无法按原计划在今年年底前将叙一些致命性化武战剂运出境。联合国秘书长潘基文认为,延期不会对销毁化武进程有太大影响。中方对此有何评论?

Q: The UN and the OPCW said that the deadline for removing the deadly toxins out of Syria by the end of this year might be missed. UN Secretary-General Ban Ki-moon does not think that the postponement will have much impact on the destruction of chemical weapons in Syria. What is China's comment?

答:中方欢迎叙化武销毁核查工作取得的积极显著进展,赞赏联合国、禁化武组织、叙利亚政府及国际社会有关方面为此所做努力。这充分展示了各方执行安理会和禁化武组织有关决议和决定,维护地区安全与稳定的决心和意愿。

A: China welcomes the positive and notable outcomes of the verification and destruction of chemical weapons in Syria and appreciates the efforts by the UN, the OPCW, Syrian government and relevant parties of the international community. This fully demonstrates their resolution and will to implement UN resolutions and OPCW decisions and safeguard regional peace and stability.

同时,这一历史性工作面临诸多困难和不确定因素,确保安全仍是重中之重。由于一些客观原因导致叙化武运输工作稍有延后,中方对此表示理解。中方期待各方继续创造有利条件,为推进叙化武销毁工作做出共同努力。

On the other hand, numerous difficulties and uncertainties exist in this historic work. To ensure security remains a top priority. China understands the postponement in the transport of chemical weapons due to some objective reasons. China expects all relevant parties to keep creating favorable conditions and make concerted efforts to press ahead with the destruction of chemical weapons.

问:29日、30日俄罗斯伏尔加格勒接连发生爆炸事件,造成重大人员伤亡,据初步调查显示这是恐怖分子制造的自杀式爆炸事,中方对此有何评论?

Q: Huge casualties were caused by the blasts in Volgograd, Russia on December 29 and 30. Preliminary investigation shows that these are suicide bomb attacks committed by terrorists. What is China's comment?

答:中方对在俄罗斯伏尔加格勒接连发生的恐怖主义行径予以强烈谴责,向俄方遇难者表示深切哀悼,向受伤者及遇难者亲属表示诚挚慰问。

A: China strongly condemns the terrorist activities in Volgograd, Russia, deeply laments the death of the Russians and sends sincere condolence to the injured and the bereaved families.
