I think neighbors can help each other especially during emergencies. There is an old saying in China that "Distant water cannot put out a nearby fire." Which means help from people nearby during emergency circumstances is extremely important. Neighbors are people who live nearby each other, so it can be a blessing to receive neighbors' help in emergencies.
