hesitation意为“犹豫，踌躇”。如：
To complete the task is so urgent that it allows of no hesitation.
这项任务紧急，不容迟疑。

本句型中的without hesitation作为插入语，既可以前后都用逗号隔开，放在情态动词和实义动词之间，也可以放在句末。此外，whether后面所接的从句句末可以加or not，也可以不加。
